Why are bare root peonies and bare root daylilies only dispatched between November and March?

All of the bare root plants we dispatch grow in our fields here in Shropshire.

The peonies are best sent when all the foliage has died down and new root growth has begun. This has generally occurred by October or November, which is also a good time for replanting. Daylilies are also best sent during this time.
